anti-corruption: Defense Ministry official busted with bribery & tampering with draft during war

NSS report says: a Colonel, who had oversight over subdivisions, received a ֏975K bribe from a conscript to transfer him to another location on Sep-13-2020. Part of the bribe was transferred to his online gambling account.
When the war began, a draft was declared and recruits began training at a location in Armenia. The Colonel took a ֏1.2M bribe from a soldier in exchange for not sending him to the front lines.
During the winter draft, the Colonel took a ֏5.2M bribe from another conscript and used his connections to send him to the desired service location. A similar ֏1M bribe was requested on January 6th from another recruit.
The Colonel took another ֏1.4M bribe to help promote a conscript and allow him to work at a hospital instead of regular service.
On October 22nd, during the war, the Colonel decided to help a friend move from bordering Khndzoresk (Syunik) hospital back to Yerevan. As a result, the clinic became understaffed and couldn't fulfill its duties. Moreover, the Colonel then helped the same friend not to be deployed on Syunik borders as a soldier and instead to handle tasks in the rear, on October 26th, in exchange for a ֏300K bribe.
On October 13th, during the war, the Colonel and his accomplices wanted to help a soldier to leave Artsakh. When they learned that the latter was already on the "deserted" list, they took steps to remove him from the list.
Then, he learned that his friends' sons received a draft notice, and use his connections to remove them from the draft list.
After the war, on Dec-13, a friend asked the Colonel to make sure that his son, who was serving in Lusakert, wasn't sent to the front lines. The Colonel contacted the Lusakert facility but learned that the soldier was not among those who were supposed to be sent to the front lines. Nonetheless, the Colonel decided to defraud his friend by claiming that "he took care of it", and received a ֏200K bribe.
The colonel and over a dozen others were arrested. Illegal weapons were found under their possession. The investigation continues to expose other possible suspects.

bill: harsher punishment for treason, spying, espionage

BHK MPs drafted a bill to increase punishment for traitors, spies, passing of state secrets. They want to raise the maximum punishment from 15 years to 20-life. The authors explained the move by citing many media reports about alleged "treason" incidents.
The bill was discussed at a relevant Parliamentary committee. The chairman QP MP Vladimir said he supports life imprisonment as the minimum punishment. However, during the discussion, they agreed to settle on 15-20 years plus property confiscation, or a life sentence.
The committee found the espionage punishment too harsh and asked the bill author to reduce it from 15 to 12 years. The BHK author agreed.
The bill was approved unanimously and will be debated/voted on the Parliament floor later.

ECHR received Armenia's complaint against Azerbaijan regarding 228 POWs / Azeris counter-claim for 13 POWs

Armenian families submitted a petition to ECHR to require Azerbaijan to provide information regarding 228 individuals. Azeris want to know data about 13 people.
(From the language it is unclear to me whether the petition is for confirmed POWs, or it also includes families of missing soldiers who want to know whether their relatives are POWs. Likely the former.)

US Congressman demands an explanation from the US ambassador to Azerbaijan over "congratulatory" statement

Rep. Bred Sherman wants to know why the US ambassador to Azerbaijan Lee Litzenberger congratulated Azerbaijan's Economy Minister with "de-occupying territories and US's willingness to aid Azerbaijan with rebuilding those territories". He reminded the US officials that the US is a member of the Minsk Group and should take steps to ensure Artsakh's safety and prevention of a new war.
Bred Sherman praised Biden's appointee Anthony Blinken for stating that the US will review its military assistance to Azerbaijan after the latest war in Artsakh.
Artsakh MFA yesterday released a statement urging countries, officials, and organizations to refrain from such "congratulatory" statements.

de-occupy Hadrut NGO

... aims to help 13,500 Hadrut residents who lost their homes during the war. It was founded during the war by activists who held protests in front of various embassies. In the early days, they received aid from President Sarkissian's office. The latter gave shelter to 25 families.
Today the NGO aims to help refugees with employment, while simultaneously lobbying for Minsk Group to de-occupy Hadrut so residents can return. "I hope that one day our NGO will shut down because Hadrut is no longer occupied," said co-founder Meri Davtyan.

Those who lost their homes will qualify for the same aid package as Artsakh refugees: one-time ֏300K payment plus monthly ֏65K payments for 6 months. There is another pending aid package to build new houses for them.
Context: Two dozen houses in Vorotan and Shurnukh went under Azeri control because they were built on the Azeri side of the internationally-recognized borders.

bill: disability ranking to be replaced with degrees of functionality impairment

The government approved a bill, yet to be approved by Parliament, to reform the disability system. The disability assessment process will analyze the person's level of functional impairment while taking into account surrounding conditions.
"Today, the system is run under a 1993 law that does not do a comprehensive assessment of the surrounding environment, person's ability to function in public life," says the govt.
The draft bill will repeal the 1-3 Categories and Disabled Child category. A person's functionality impairment degrees will be light, medium, heavy, or deep. Disability will no longer be considered a permanent health problem. The assessment will be based not only on the factor of health problems but also on the environmental factors of the person's activity and participation in public life.
Healthcare and Social Ministries, NGOs, the UN, and the EU worked together to create and test an assessment methodology.

bill: require unknown Telegram/Facebook media channel owners identified before "linking" by mass media

QP MPs want to require social media channel operators identified before a "mainstream media" can link to them. It doesn't restrict citing "anonymous sources", however. It also requires outlets to disclose sources of revenues for transparency. Read yesterday's news for context and arguments in favor or against it.. The debate continued today.
QP MP Arthur: For example, a legitimate news organization with an editorial staff of 30 people generates information, holds interviews, etc., while a Telegram channel that we do not know where it is managed from and by whom, begins to disseminate sensationalized information and over time becomes more "legitimate" than real media outlets because media outlets "advertised" them.
This is also a national security risk because it is very possible that such sources are being operated by an adversary country to spread instability and an atmosphere of fear in the country. //
The co-author criticized the critics who "claimed that the bill intends to ban anonymous sources. That's not true. This also won't affect the protection of journalists' source secrecy."

anti-corruption: prosecutors charge education officials with ֏1.2B auction shenanigans

Prosecutors said: State Oversight Committee (SOC) audited the "National Center for Educational Technology" government-affiliated agency's finances between 2013-2020. Every year, the agency submitted a report on the work done by them towards servicing the education system. The bill was ֏700M annually.
It was revealed that between 2012-2015, they granted an auction-based contract to the same company. It received a combined ֏2.8B in funding. The law requires the auction-holding officials to examine the market and take other steps before the auction. They failed to do so.
Later, during 2017-2019, the same company was selected to do the job, but this time it was only paid ֏300-400M annually, far lower than during the previous years.

re: Armenia's $750M eurobond sale / lowest % in history / $3B demand by investors / economy news

Read yesterday's news for context.
Pashinyan: The issuance of $750M eurobonds is a strong positive signal for the start of the economic year. The issuance was done under the most favorable conditions in the history of our republic, with the lowest 3.8% percentage rate. Our previous record was in 2019 at 4.2%. The demand was for $3B but we decided to issue only $0.750B.
First, it provides a guarantee of macroeconomic stability. Second, this is the first serious signal of overcoming the post-war economic shock, which shows that international investors have confidence in the economic future of Armenia and the policy pursued by the government. //
Economy Minister Janjughazyan: this was part of our long-term plan and we had planned to do it while drafting the 2021 budget. We planned to issue fewer bonds but decided to add $250M because of favorable terms. We plan to use that extra cash towards the stabilization deposit, as a safety pad, to be used throughout the year if necessary.
As long as our budget has a deficit we will have to borrow. But this is only part of the story; the country's overall debt burden is calculated based on various indicators. So far Armenia has been rated as a country with a lower debt burden.

how many people did leave and arrive after reopening air traffic with Russia?

The governments of Armenia and Russian worked on an "app" to allow mutual travel after taking a test. By February 15th, there will be 4-route flights in 2 directions. There were several flights in the past few days.
3900 left and 3400 arrived. 1423 Armenian citizens left and 1263 Armenian citizens arrived. "More people were willing to leave in December than today," noted Diaspora Committee chief Sinanyan.
"Some people flew to Russia but had to return due to a problem. This wasn't due to the COVID app implemented by us. Preliminary data shows that they went to Russia with a paper QP code which raised the suspicion of Russian authorities. We will work with them to resolve this," said Deputy PM Mher. (say what??)
"We need to better inform the public about the existence of this app. Restoring routine flights will help the tourism industry," said PM Pashinyan.

Armenia will grow industrial marijuana on mass industrial scale / incentive to boost land utilization

Hemp is a type of weed that contains less of the substance that makes you feel high. The government wants to grow industrial hemp on a mass scale to boost mood land utilization and revenues.
Pashinyan: this is going to open room for many speculations. It's important to present the project in detail so the public will have a full understanding of what is being done. Unfortunately, "hemp" is interpreted as something else, while in reality, it is a very important industrial raw material. The growing process has risks but there are oversight mechanisms that have been tested in many countries.
Deputy PM Avinyan: the US, Russia, and China have a great experience with industrial hemp production. The practice was examined by the Economy Ministry. We're talking about industrial production only. It will significantly activate agricultural land utilization. Today, 40% of lands are gone unused. This is part of our plan to boost the production of high-value agricultural products.

Education Ministry wants to merge the school subjects "Armenian Church History" and "Armenian History". Major education reforms: "education alone will not solve all problems, but there is no problem that can be solved without an education"

... said PM Pashinyan during a govt session while discussing education reforms. Kids in 1-5 grades will no longer receive grades; tt will be pass or no pass (still needs Parliamentary approval). "There will be a criticism. How can you not grade? But this is a comprehensive program that emphasizes the student's needs and preferences," said Pashinyan.
"We need to pay attention to how the time is spent in schools and what skills are being taught in school hours. It will reflect in our society 15-20 years later. It will define whether we have a technological product or not.
What we were doing in 12 years (school length) can be done within 9 years, but a 9-year school isn't the solution. Instead of shortening the school, we're trying to fill the gap in a way to have a 50% higher efficiency by the end of the 12th year.
In developed countries, education starts not from school but from preschool. The lower the education entry age the more developed the countries are," said Pashinyan. (the govt has a plan to make sure 70% of kids attend preschools by 2023)

cancer stats in Armenia / annual rate / drops among children / fewer abandon treatment

world
9.6 million people die from cancer annually. 1/3rd is possible to prevent. Another part can be cured with the help of early detection.
Armenia
Cancer was the 2nd leading cause of death in 2020. It has increased in the past 10 years but at a small rate. Lung cancer is more common among men, and breast cancer among women.
First time diagnosis by year: 2018 - 8762, 2019 - 7908, 2020 - 7050.
Deaths by year: 2018 - 5199, 2019 - 5434. 2020 - unavailable. (55% men, 45% women)
The cancer rate went up by 1.5x compared to 1990. However, it declined by 2x among children under 14yo.
Fewer people abandon treatment. 3 years ago 53% of lung patients did so, today it's 40%. Breast cancer treatment abandonment went from 47% to 22%. (I translated the word բարձիթողության as "abandonment". Correct me if it refers to something else.)
Artsakh
The number of cancer cases has decreased in Artsakh: from 345 to 260 YoY.
prevention
Oncologist Safaryan says the early detection helps to avoid complications and save lives, even if it's the type of cancer that is known to reappear. There are many patients who defeat cancer. "Smokers should get a lung x-ray twice a year. Those working in chemical plants should get a frequent screening. Do not ignore symptoms and չգցել ականջի հետև. You can defeat it more easily when it's at 1-2 stages. It's a lot harder when it advances to 4."
Preventing cancer isn't easy. The causes of this disease are many. Genetics, bad habits, obesity, surrounding environment. A genetic test can reveal the likelihood of suffering from illness. Some women choose to undergo a mastectomy to prevent possible breast cancer in the future.
"I decided that if 1-in-100 is destined to be cured, I will be that one," said Ashkhen, a woman who recently defeated cancer.

Terry noticed the quick blink of the computer screen when the email arrived. It seemed odd, he thought, but then again it was the end of a long day at work and he made the conscious decision to ignore the email until the next day. He eyed Christina as she got up from her desk and stretched. Her long blond hair cascaded over her shoulders and to her back. She looked at him and smiled broadly, it was time to go home. Terry got lost for a moment in her ice blue eyes and looked downward quickly.
“I know there’s a song called, ‘Its Five O Clock somewhere’ but let me make it official, and it’s time to go home.” Terry said with a smile. Christina lifted both arms into the air and gave a celebratory ‘yay’.
“Christina, call Scott up here, tell him we get paid this week, not a lot, but enough to eat for a few days anyway.” She smiled and pushed the intercom button and relayed the message. Terry opened the drawer picked the two checks out and slammed the drawer shut. The computer screen blinked once and Terry noticed that somehow the email had opened. He looked at the first line and swore.
Christina turned and noticed the expression on Terry’s face.
“No! Terry what is it?”
Scott lumbered into the room and knew that something wasn’t right.
“Wh—What’s wrong, guys?” he asked.
Terry sighed and handed them their checks. Then he summarized the email.
“The package we got from Show Low, Arizona, the one for the new casino? There is an issue. An Indian man is claiming it was stolen from an ancient burial site. He is on his way here now from the airport.”
“That’s bullshit! I know I paid for that piece from Andy, he’s a reputable dealer. I’ve bought from him before.” She said.
“I know that Christina, please do me a favor, find the paperwork on that piece and give the dealer a call for me, he is going to be here in less than an hour. Scott hang around, you’re bigger than I am and I might need someone to take out an elderly Indian for me.” Scott grinned and nodded.
Terry’s company found and acquired rare pieces for private collections, hotels, casinos and the occasional museum. The new casino in Miami had asked for interesting Indian décor. Unfortunately, few genuine Indian artifacts were found anymore in Florida that didn’t already have the name of a casino stamped on them. This piece was found in Navajo territory in a backwater community called Show Low.
Terry watched Christina lean against her desk with a sigh, her paperwork in hand. They were all very aware of the financial difficulties their company had been having since the recession started. And they all knew that a delay with the selling of this piece to the casino would mean a delay in cashing their next checks. He cleared his throat and pretended not to watch her stretch again. He knew that she knew that he liked her; there was just never the right moment. It wasn’t too much longer before a truck pulled up to the office. They heard the squeal of the brakes and all three bolted for the door. The delivery driver heaved his overweight frame out of the truck and shoved the small box and a clipboard into Terry’s hands. Terry took the box and signed the form on the clipboard.
The driver, Lenny, nodded with relief.
“Now you can deal with the Chief here, He’s followed me all day.”
Terry glanced over to where he pointed and saw the long white car pull to a stop behind the truck. The man who stepped out could have been in his seventies, but there was a strength about him that was conveyed with swift, firm movements. His bronzed skin seemed to glisten in the humid Florida afternoon. He strode over and waved good bye to the delivery driver who was moving as quick as his girth would allow.
The old man called after the delivery driver.
“Get out of here now sir, it is very important.” Lenny nodded and climbed into his van from the rear.
Terry watched the old man turned and focused on him.
“My name is Ata Halne. I am begging you not to open that package. We need to get inside, before the sun sets, it is coming.”
Terry smiled, “Mr. Halne…
“No! My name is Ata Halne, I don’t have time for explanations out here, we have maybe ten minutes before the sun sets. Get inside now please.”
Terry stared back at Scott and Christina and they appeared to be as confused as he was. All three of them backed into the building and shut the door. Ata Halne reached over, bolted the door and slid the bar lock in place. He turned toward them and breathed a sigh of relief.
“Now, are there any open windows, barred or not, and are there any other entrances to this building?” He moved closer and they backed up. Christina, normally not one to take attitude, especially when she was ready to leave, was not speaking. She was gripping Scott’s hand with enough intensity to cause him to wince.
“Mr. Halne…” Terry started.
“I said my name was Ata Halne, now answer the question.”
“Okay fine. No there are no other doors, no windows on this floor….”
The old man pointed at Scott, “You, go shut the windows on the other floor now.” Scott hesitated, and looked at Terry, who nodded.
“Hey, we paid for that package and we got it from someone who has always been honest with us. What is your beef with this package?” Terry demanded.
The old man lifted his calloused finger and pointed it straight at Terry’s face. Unwavering, he held the finger there and spoke.
Anasazi.”
II
The word rolled off the man’s tongue with a cold trill. Terry felt a chill shoot through him when he heard it, though he had no idea what the word meant. The old man repeated himself.
“Anasazi. What you have in that package is Anasazi.”
Christina cleared her throat, still hesitant to approach the old man and spoke, “Anasazi, that’s Navajo legend right?”
The old man stared at her, “Funny thing about legends, a lot of them tend to have some element of truth to them. For the Anasazi, even the legend doesn’t cover how evil and how real they are.”
Terry looked at Christina, who had become something of an expert in Indian artifacts in a short time.
“Chris, I’m at a loss here, what is Anasazi?”
She grinned cautiously. “They’re spooks, ghosts, witches; he’s keeping us here for a damn ghost story.”
Ata Halne raised his finger to her and the cautious grin retreated from her face. “You are about to find out how much of a ghost story the Anasazi are.” He turned to Scott who had just returned from upstairs. “Are those windows shut and locked?” Scott nodded.
The old man turned to the door and reached into a small leather pouch hanging from his belt and pulled a white powder from the bag. He tossed the powder against the door with some low chanting.
Terry had finally had enough. “All right, Mr. Halne, whoever you are, we’ve had enough. It’s time you get going.” He walked over to the door and began to pull on the bar lock. And that’s when he noticed the door knob slowly turning.
“It’s here.” Ata Halne muttered.
Maybe it was the cold way in which he spoke; maybe it was just the sight of the door knob turning as he reached to open it. Whatever it was, Terry stopped and backed away from the door. Christina and Scott were behind him and shuffled over to the door. The knock came loudly and insistently, echoing inside the room making it seem as if it had come from seven different directions.
The three of them stood behind Ata Halne, their eyes focused on that twisting, turning knob. A muffled cry came from the other side of the door.
“Terry! Can you come out here please?” they recognized the voice of the delivery driver and Terry laughed slightly.
“Oh shit, Ata, you really had us going there. But seriously it’s time for you to leave. I need to see what he wants.”
Ata Halne lifted his hand and placed it on his shoulder. “If you open that door, he will kill you, your friends and me.”
“It’s just Lenny, he’s an asshole but he isn’t going to kill anyone.” Terry moved toward the door and was stopped again by the Old Man who shook his head.
“Lenny is dead, because he didn’t listen to me. What stands out there now is the Yee Naaldlooshii, a Skinwalker.”
Christina giggled. “So what old man, you’re saying Lenny is a werewolf? Terry, let’s go home.” She gave the old man a look of disbelief and walked over to Terry.
Terry looked at her puzzled.
“The Yee Naaldlooshii, skinwalkers, they are suppose to use Anasazi magic to wear animal skins and become whatever animal they want to. They are early werewolf legends, but they turn into more than just wolves. It’s magic bullshit.”
The old man walked past Christina to the window and pointed outside. “Can you see him, out there, in the shadows, are you sure it is Lenny?”
She moved to the window and nodded, “Yes, Lenny is right there, plain as day. He’s standing next to his truck.”
“And how far is that from the door here?” the old man asked.
Christina shrugged, “About fifteen to twenty feet.”
The old man nodded, “I see, so how is it exactly, that Lenny is turning the door knob on your door from twenty feet away?”
Christina then turned to look at the knob, and back to the figure in the dark. The Indian was right, the knob was still moving. Her face grew pale as she backed away from the window. Terry made his way over to the window and peered outside. The overweight shadowy figure rocked back and forth on his heels in the shadows, and he was indeed too far away to be turning the knob. Terry tried to speak but felt a lump form in his throat.
Seeing he had their attention, the old man said, “Call him closer, but don’t touch the door.”
Christina called out, “Hey Lenny, come on over here.”
‘Lenny’ moved deftly for a fat man and walked briefly into the light that shown from the roof of the building. When ‘Lenny’ looked up, the old man touched Christina’s shoulder. “Look at his eyes.”
She saw “Lenny’s” eyes glow a fierce yellow and gasped. “Lenny” seemed to hear her and stepped back into the shadows swiftly.
Her eyes widened, she looked to the old man.
“When the Yee Naaldlooshii are in human form, their eyes glow at night, like an animals. When they are in animal form, their eyes do not glow like an animals’ should. Like I said, your friend Lenny is dead.”
The tears formed in her eyes quickly as she realized that the old man was telling the truth. Scott was yelling.
“Bullshit, no this is bullshit!” he tore his cap from his head and tossed it to the ground. Terry looked out the window, then back at the old man.
Ata Halne spoke, “If you had told me when I was your age, that I could sit at a desk here in Florida and type something that would be seen in Arizona, or any other part of the world instantly, I would have said it was bullshit. Today, you call it email.”
Terry glanced out the window and addressed Ata Halne. “What the fuck is in that box, old man?”
He opened his mouth to speak and that is when the pounding began. It was as if two massive invisible fists beat the metallic walls. The walls shook with each hit. Christina screamed and ran to Terry. Scott looked up as the pounding escalated, now the roof was being pummeled. The pounding continued as Ata Halne began sprinkling the white powder toward the window.
He turned toward the three and began to speak, hesitated, and started again.
“Short version. The Anasazi control very dark magic, there are very few of them left. The amulet inside that box belonged to a chief among the Anasazi, he was said to have consorted with demons. When he died, his house was burned and his charms were buried on sacred ground. It was buried in a tomb on sacred burial grounds where Anasazi cannot go. When the honest person you bought it from found it, he had no idea what it was. The Skinwalker wants this amulet, to help him consort with demons and gain the power that comes with it.”
Terry shook his head. The pounding suddenly ceased. They stared up briefly and Terry spoke.
“So why didn’t he get it in Arizona? Why wait until it got here?”
“The Skinwalker has no power when the sun is in the sky. The amulet was removed from the protection of the sacred grounds and was on a plane bound for here before the sun fell. A Skinwalker is fast, but cannot keep up with a plane.”
Scott, recovered from his earlier fit, now asked, “So what do we do now?”
The old man leaned in, “Are you sure those windows are shut tight?”
“Shit!” Scott yelled and rushed upstairs.
Terry watched Scott go and faced Ata Halne, “So about his question, what do we do now?”
The old man sighed, “The amulet needs to be returned to sacred ground. It needs to be buried and this,” he reached down into his leather pouch to pull out some white powder, “this needs to be sprinkled on top of the burial place. Preferably, it should be sprinkled in the form of a circle. The Yee Naaldlooshii will not be able to enter sacred ground in Skinwalker form, and will not be able to reach the amulet shielded by the white ash in human form. One more thing, their power they get from fear, the fear you feel now, fuels the Skinwalker outside. Pretty soon, he will be strong enough to get in.”
Scott shook his head. “No, no damn it, we paid for that thing. No shit-face Indian monster is gonna take it. I’m getting the Judge.”
Terry agreed. Scott disappeared into his office and returned a moment later, the massive three inch barrel weapon at his side.
It was Ata Halne’s turn to be confused. “Judge?” he asked.
Terry pointed and explained, “Scott’s judge is a 45 long colt. He’s gonna blast the shit out of your Skinwalker.”
“No weapon will have an effect on the Skinwalker. All he’s going to do is make a hole big enough for it to get in the building. Unless…” he approached Scott who held the Judge in his hand.
“Scott, are those hollow points?” Ata Halne asked. Scott nodded. “Please, let me see them.” Ata Halne asked. Scott looked at Terry and Christina, removed the bullets and handed them to the old man.
The old man packed his white powder into the hollow points and stood them up on the desk next to him. He pulled out a flask and wet the powder in each bullet with the liquid inside.
When he saw the three looking at him, he shrugged, “Whiskey, it will keep the ash from flying out while the bullet travels.”
Terry pointed at the Indian’s pouch, “Ash? What does that do?”
The Indian patted the pouch and handed the bullets back to Scott.
“This ash is the white ash of a sacred tree. The branches of the tree are capable of killing the Yee Naaldlooshi, but only in his human form. Sharpen a branch, pierce the skin. When the Yee Naaldlooshi is strongest in animal form, not even sacred tree can kill him, but the ashes of part of the sacred tree branches can cause it great pain.”
“So, this ash can kill it then?”
The Indian shrugged, “It is possible. I’ve have only heard of one Skinwalker that was successfully hit with a bullet. He was three feet away when the bullet struck him. It didn’t affect him and he killed the man that shot him.”
Scott heard the last part and hesitated, staring down at the Judge. He looked at Terry, then at Christina and approached the window. He glanced briefly and turned inside.
“Guys, he’s gone.”
All of them gathered around Scott, and looked out the window. The delivery truck was still where Lenny had parked it. But “Lenny” was no longer in sight. The absence of the pounding from the outside now screamed at them in silence.
Ata Halne pulled a small piece of paper from his pocket and handed it to Terry. He placed his hand on Terry’s shoulder and spoke.
“We do not have much time; this is the location of the closest true sacred ground to us. It is behind a house several miles from here. If your gun does not work, and it won’t, you must bury this in the center of the enclosed area behind the house. This house was built on the site of a great chief’s dwelling.”
Terry stopped him, “Whoa wait. What about you?”
The old man reached into his pocket and pulled out another leather pouch handing it to Terry. “We don’t have much time, left. Take the amulet and when I say go, you go.”
“What about that thing out there?” Terry asked.
Ata Halne gave Terry a grim look, “It’s not out there anymore, it is in here with us.”
Christina screamed and pulled close to Scott. They pulled together in the center of the room, their eyes darting to and fro in the room.
Ata Halne began speaking.
“Remember, the Skinwalker can appear to be anyone or anything or any size. Do not let each other out of your sight. It can take your appearance, and your voice, but it won’t have your memories. It will try to stop you from completing the burial, in human form; the Skinwalker has all the strength of any human, but is cunning. You have the map; you must go and do this.”
A high pitched wail rose from the corners of the room and the lights snapped off. Scott yelled, “Shit!” Terry’s hands grasped around in the darkness and pulled at the arms closest to him. He felt Christina trembling and Scott, arms extended waving the Judge around in the darkness. From the darkness came Ata Halne’s cry, “Go, all of you. Go now!”
He cried out in pain and screamed in Navajo. The three bolted in the general direction of the front door and stumbled over the unseen desks and chairs in their path. Terry still clung to the box and fumbled in his pocket for the car keys. They heard Ata Halne grunt and an unearthly screech pierce the night.
They made it to Terry’s car, scrambled in and locked the doors. While Terry fumbled with quaking hands to get the key in to the ignition, Christina looked back at the doorway and shrieked, pointing. Ata Halne stumbled out of the office and raised his hands. She grabbed Terry’s arm and squeezed. He watched the old man approach the vehicle. An odd grin was on his face and he began to beckon to them. Terry stuck the key in and turned, nothing happened.
“Oh shit!” He turned the key again, the engine clicked.
Ata Halne came closer and smiled. He reached his hands around the back of his neck and pulled. His face collapsed inward, blood poured from his eyes, mouth and nose as the flesh mask fell forward.
Click click
Scott pointed the Judge at the gruesome sight aimed, and pulled the trigger. The explosion roared in their ears as they saw the creature reel back from the impact. The remains of Ata Halne’s flesh fell from around the creature. It was more shadow than substance, and turned its glowing yellow eyes toward the car as it fell to the ground.
Click, click, the car engine roared to life as the creature stretched out its hand. Scott raised the Judge and fired four more times. The creature cried out as each round struck home. Terry slammed the car into ‘Drive’ and punched the accelerator. With a swift turn of the wheel he drove over the creature writhing on the ground.
There was a slight shudder as the rear wheel spun off the slick bloody mass that was once Ata Halne. It was only now that Terry noticed that Christina had been screaming, he spun the car around and they sat and watched the quivering mass on the ground. With their ears still ringing from the gunshots, and from the screaming, they didn’t hear Scott speak the first time. Terry turned when he saw Scott’s mouth moving and asked, “What?”
“Is it dead?” he yelled back.
Terry shook his head, “I don’t know.” Tears ran down Christina’s face as she reached up and removed hair from her eyes with quaking fingers. The creature shuddered. With eyes locked onto ‘it’, the trio waited. They barely breathed as they watched it raise a misshapen arm from the pile of flesh and begin to push itself upwards.
“Damn it! I’m out of bullets. Hit it again, Terry.”
“No, we’re getting out of here.”
Terry yanked the wheel to the right and headed toward the highway at full speed. They stared back at the creature that was now stumbling to its feet, standing over Scott's corpse. They were doing eighty when the creature finally disappeared from view.
Each of them were panting heavily and remained silent for several minutes. Terry wiped the sweat from his brow and pressed harder on the accelerator. Neither of them realized how many hours they were driving before they finally came to the turn off the old man had indicated. They pulled in, exhausted. And Terry got out of the car.
III
Terry watched Scott get out of the car. He could tell that Scott was nervous, more because of the expression on his face as he stared straight ahead at the house in the distance than because of any words he used. Scott gave him a familiar nod of the head in the direction of the odd house and stepped away from the car. Terry turned to walk toward Christina when it hit. The blur leapt over the rear of the car with a deafening wail and landed on Scott’s back. Terry heard the strained gurgle as Scott fell to the ground with a thud. His neck had been torn open in one swift move, the blood exploding outward hitting Terry and Christina. She screamed as Scott hit the ground and began pulling and clawing at Terry to run. They stumbled away from their friend and headed toward the only cover available. The house.
Christine reached the door first, slamming her body against it with full force; the door gave as they burst into the room. Terry was a half second behind but still managed to get in her way when she tried to slam the door shut. With trembling fingers, she bolted the door and fastened the chain. Then she noticed the blood on her hand, her clothes and face. She began shaking. They had heard it coming; the warm moist breath it expelled with each step seemed to reach the backs of their necks even at a hundred yards. That panting might as well have been the creature laughing at them, for all the effort it expended in killing their friend and chasing them down. As Terry looked at Christina, they both realized that the only reason they made it to the house, was because Scott didn’t.
‘The old Indian had been right.’ Terry thought to himself. ‘Here we were, the young smart professionals with no time for ancient magic bullshit being chased by a homicidal magic creature.’ He winced at the irony and cursed the damned email that started it all, just a few short hours ago.
Christina shivered as she wrapped her arms around Terry’s neck and wept. The house was deserted and there were several more hours before sun rise. She buried her face in his chest and he embraced her. He kissed the top of her head, and said, “I’m not going to let anything happen to you.” She nodded silently. Terry kissed her again and guided her away from the front door. After a few moments, Terry took the amulet from his pocket where he had stashed it just in case, and examined it. It wasn’t anything spectacular; it appeared to be made of wood and turquoise with some gold pieces dangling from the center.
The wind whipped up outside the door, but there was no banging. There were no scratches at the window and no pounding on the roof. Terry pocketed the amulet and peeked out the window. On this moonless, starless night little was visible save the glow of the nearby city that lit up the hills and horizon around it.
A rap on the back wall caused him to jump. He looked over at Christina; her head buried in her hands and decided to check out the noise. The room appeared to be the den of a hunter or outdoors enthusiast. Mounting boards lined the wall with distorted heads of long departed animals. Terry approached what appeared to be a fire place and wondered if anything could get in.
He heard a rustle behind him and turned. Christina stood in the shadows, and he could see her shaking.
“I’m scared, Terry.”
He nodded and came to her side.
“I know. Me too.”
“Hold me, Terry.” She brushed her chest against his sending his heart rate skyrocketing. He placed his hand at the small of her back and squeezed.
“Always, Christina, always.”
Her hands fell to his waist and pulled him in tighter.
“Why couldn’t we just toss the damned thing out there and let it go away. Doesn’t that make sense? Then we could stay here. Please, please, just throw it outside.”
Terry shook his head. “That thing killed my best friend. I’m not giving it shit.”
Christina pulled back, “I know that, he was my friend too, but I don’t want to die. Where is it Terry? It wasn’t in the box.”
A chill went up Terry’s spine. “How did you know it wasn’t in the box, Christina?”
She shrugged and raised her eyes to meet his. Terry saw the yellow glow emanating from her once beautiful ice blue eyes. He stumbled backward.
“Oh God, no, not Christina!”
‘She’ smiled. “Is this what you want, this body? I know it is.”
Terry stared into the face of the woman he loved, but never told. He reached for the leather pouch as ‘she’ continued speaking.
“Where is the amulet, Terry? Tell me now and I’ll make sure that you die as quickly as she did.”
“Go to Hell.”
‘She’ laughed. “Kiss me Terry.” ‘She’ leaned down and climbed on top of him. He could still smell the perfume in her hair. Her cold lips locked on to his and pulled. Terry struggled to retreat, to get that hand full of ash from the pouch, but he shook as ‘she’ leaned in again. She placed a hand on his thigh and slid it upward.
Terry yanked his hand from the leather pouch and shoved the white ash into ‘her’ opening mouth. ‘She’ screeched and tore Christina’s flesh off where it collapsed into a crimson mess.
It rolled on the floor with a horrible wail as it clawed at what could only be its ‘mouth’. Terry leapt to his feet and ran for the back door. He passed Christina’s body lying in a bloody mound and cried out in anger and pain. He tore open the back door and ran into the back yard. One section of the yard was fenced off, and he saw the Indian symbols on the grave. Terry kneeled and overturned a stone in that section of the yard.
He tore at the ground with his hands trying to get a hole dug in the tough soil. He reached into his pocket, removed the amulet and dropped it into the shallow hole. He covered it over, replaced the rock and sprinkled white ash in a circle over the stone. Then with two handfuls of the remaining ash, he waited. The creature burst from the house and raced toward Terry. Its form glistened and sparkled, looking more like a shadow than a solid creature. Its forward progress stopped suddenly at the fence, as if it had hit an invisible wall.
“Skinwalker, meet sacred ground.” Terry said.
“NO!” it shouted. “It’s not possible. We are too far from Navajo land.”
“So was the Navajo chief they buried here.”
The creature shrieked and clawed at the air trying to pass through the invisible impenetrable shield. After several minutes of fruitless attempts, the creature began walking the border around the sacred ground. Terry turned as the creature did, never taking his eyes off of it.
“In a couple of hours, the sun will be up Skinwalker. I can wait, can you?”
The creature looked to the east and knew Terry was right. It spoke.
“The woman, you loved her?”
“Yes, I loved her and you killed her.”
The creature’s expression, if you could call it that, turned up into a smile. It pointed a finger at Terry.
“With the power of the amulet, I can give you your woman back alive.”
Terry stopped.
‘No, Ata Halne said that the creature would be cunning.’ Terry thought.
The creature spoke again, “We sit here at an impasse, and I have told you what I can do for you. You know what you can do for me. And yet neither moves.”
“You can make Christina alive again?”
The creature nodded. “With the help of the amulet, I can do anything.”
“How do I know you won’t kill me when I give it to you?”
“Obviously, you don’t. But you can sit and wait for her body to decay, or I can give her back to you now.”
Terry held out his left hand, as if to drop the amulet he didn't have any longer into the creatures' grasp and extended it over the border of the fence. When the creature opened its hand, Terry grasped it and pulled. White ash flew into the creature, searing it. With a hard yank, Terry pulled the creature through the fence. It writhed in agony, thrashing on the ground.
“I kind of figured that if touching sacred ground was too painful for you, that having the shit kicked out of you with sacred ground might do the trick.” Terry turned and picked up the stone. He brought the stone down on the creature’s head and heard a sick crack. He lifted the stone again and brought it down through the torso of the Skinwalker. Green smoke bellowed from the cracks in the creatures form.
Slowly, the creature began to lose his form and the twitching ceased. Terry looked down and watched as the form melted into the sacred ground and sizzled. He dropped the stone back into its place and stood over the liquefied remains of the Skinwalker. He picked up more stones from the sacred ground and placed them on the bubbling black liquid. He stayed for the sunrise; just to make sure the creature was as dead as it now smelled. When the sunlight hit the black ooze, it disintegrated into dust. There would be no human form for this Skinwalker not any more. Only when there was enough light in the sky did he leave the sacred ground and head for his car.

I just really love the Fallout Universe.

High all! I really recently fell in love with the Fallout Universe, with all its complexities and unique stories. In particular, I very much enjoy the subjectivity of interpretations of the games and their outcomes, and I wanted to create my own personal contribution by writing a story specifically set after the Second Battle of Hoover Dam. The Courier is referenced once in passing and there's no mention of a next of kin for the Courier. The story is completely original with entirely unique characters that I've made and it takes place after a non-specific timeline in which Mr House wins the fight for the Mojave Desert. I wanted to share some of my work with my fellow Fallout fans and see what you think. I sincerely hope you enjoy it.
Beginning:
After the guns fell silent during the Second Battle of Hoover Dam, the world was forever changed. Mr House’s City State of New Vegas gained full sovereignty and control over the Mojave Desert, and his Securitron Army pushed the exhausted NCR and broken Legion out. In the following years, Mr House rapidly expanded the city of New Vegas, and reignited the production of old Pre-War Technology automobiles, bus lines, and a high speed train line appeared. The Strip itself expanded beyond the Three Families; Strip clubs, pubs, casinos, all you can eat buffets filling the area, with some residential apartments and houses now beginning to be sold to the highest bidder, just as it was in the old world.
The expanded city of Vegas outside the Strip itself however is a slum, crime, inequality, and denigration is all but abundant, and unrest is growing. Following the removal of President Kimball, his Vice President Donald Watson took over and inherited a State in crisis. Faith in the government had rapidly deteriorated, and the economy of the NCR began to suffer as many relocated to the Strip to live a life of luxury and excess. The NCR is now a shadow of its former self, with Military Police now required to keep order on the streets of its towns and cities. The poverty level is rising. In the East, Caesar’s Legion too is changing, and not for the better. With the Western Campaign a failure by all accounts, resources dwindling, questions about the strength of their Leader Caesar are cropping up in the minds of those closest to him.
By 2295, the pieces had fallen into place. The fate of these States and the people who uphold them is uncertain. One thing is for sure. Whatever happens, the Wasteland will be changed unlike it has ever been before.
‘I appreciate your respectful and restrained response to my contact. It is a pleasure to interact with the less agitated members of your State.’
Aminta barely heard Mr House, and instead stared out the windows of the Lucky 38. The skyline of the Strip extended seemingly forever, pushing away the surrounding darkness with neon light. Just beyond the city outskirts, the silhouette of Mr House’s newly created Launch Pad. It was one of five, and she could just see the other four, each slightly further away from the city than the last. She scrutinised them, and was struck by the boundless possibilities of such technology; the opportunities provided. How exciting it would be! Mr House’s voice then cracked her thoughts and brought back to the present. She listened, without comment.
‘Roughly 18 hours ago, a team of five extraordinarily skilled individuals ascended Hoover Dam from the base of the structure,’ The ostentatiously large screen in which Mr House’s face sat suddenly changed to show grainy footage. ‘This was captured by one of our cameras on the perimeter of the dam. I apologise for the bad quality, it has been surprisingly difficult obtaining improved camera lenses, and As you can see, they used some kind of Grapnel Launcher and ascended via the rope.’
On the screen, it was possible to just make out five distinct figures at the base of the dam. They were clearly dressed in dark clothing, though the quality was too poor and the camera was too far away to make out any of the fine details of the material. Aminta scrutinised the footage, watching intently as the five figures used an oblong object, reminiscent of a hunting rifle to fire a rope, or cord up the side of the dam; high enough to catch the top. The operator of the device then disconnected it from the gun, and pressed it into the ground. It appeared to stick. They then ascended the rope. The camera feed then cut to show three of the attackers subdue and restrain two security guards. Due to the light, it was clear that the clothing the criminals were wearing was Recon Armor, though there were no insignia or identifiable characteristics. The two men were then held down by two and clubbed across the face by the third member with the butt of a 10mm pistol. He then turned to the computer and retrieved something from his pocket. Then the screen went black.
‘At this point, at roughly 1:27 am a Trojan was fitted onto the system. It temporarily disabled all the security cameras in the sector. It was one of the strongest Trojans I’ve ever come across, but I was able to get the system back up and running within 15 minutes. Unfortunately we cannot recover any footage from the corrupted data files that detail how the robbers escaped. I hope you can understand why I decided to contact you.’
Aminta pondered to herself. Why would Mr House, a man who controlled Rockets and owned and governed an entire city and it’s enterprises, would need to contact the New California Republic for assistance in a robbery? From where they were standing, he appeared to be in a position any high ranking NCR official would kill for. She didn’t say anything. There had to be more to this meeting than what Mr House was implying. She looked to her left, trying to be casual. Sitting next to her with an overexaggerated grave look on his face was Political Officer Neville Dawson, and next to him was Dennis Crocker, former Ambassador to the Strip. They too were quiet, their faces frustratingly hiding what they were thinking. Not sure where to look, Aminta turned back to the screen Mr House’s caricature face was on. She had to say something.
‘Mr House, why exactly do you think these people targeted Hoover Dam? There are many casinos and places full of money on the New Vegas Strip. Is there anything of massive value at Hoover Dam?’
‘Well Chief Aminta Marr, no, ostensibly speaking, there is nothing there of real value to anyone, unless they have the ability to take and control the Dam and source it’s hydraulic generated electricity,’
‘Then why would someone do this?’ Aminta said curtly. She tensed up, not meaning to sound dismissive.
‘Well Aminta, they did take one thing from what we've deduced,’ Mr House said, appearing to ignore her tone.
‘And what was that Mr House?’ Neville cut in. He was leaning forward, hands clasped tightly together. He was trying - and failing - to ease the tension in the room.
‘Well, before I contacted you Neville, and to answer your question Aminta, I ran through my storage records from 2285 to the present. I had Mr Harvey Shwarze, my ‘Representative in Government’ review them in paper form in our archives. Three things - completely inconsequential things mind you, were missing. Three Platinum Chips.’
Three Platinum Chips?’ Neville said concertedly, as if he knew exactly what Mr House was talking about.
‘That’s right. It’s a data storage device, well it was a data storage device. Designed by me before the Great War of 2077. Perhaps once upon a time this would’ve been valuable to somebody, but after the Second Battle of Hoover Dam I had access to all kinds of ruined facilities all over the Mojave to reform to working order. I began reprinting hundreds of Platinum Chips which were variations of the original Platinum Chip. They continuously upgrade and encrypt my software to prevent any outside programmers from accessing my highly sensitive data. I have no idea what a group of hooligans would want with three. I can easily replace them, and since they’re only usable on my systems, well they would simply be useless.’
‘Perhaps they wanted to sell them,’ Aminta proposed. It wasn’t impossible, she thought. People pay top dollar for things with perceived value, isn’t that the cardinal rule of the Strip?
‘To whom?’ Mr House replied. ‘The point still stands. Nobody has any use for them but me.’
‘Well, perhaps they thought they were valuable.’ Dennis remarked.
‘In any case, they will soon learn they are not valuable.’
‘If you have no problems with this Mr House,’ Aminta cut in. ‘Why do you need us here? The NCR has its own problems, big problems, and from where we’re standing, you seem to have everything under control.’
‘That’s precisely the issue!’ Mr House exclaimed. ‘The very fact they managed to steal anything from me at all is deeply disconcerting! I spent days and nights running statistical simulations for all possible scenarios in and formulated the best plans for countering every scenario I came across!’
‘I guess my point is, I do not understand, in any capacity, why you, YOU of all people would need to call us for assistance in a matter that you - whether intentional or not - have spent the last fives minutes telling us it isn’t an issue.’
The room fell quiet. Aminta pulled her hands back from the table and into her lap, and looked down at them, pretending to be occupied analysing them. She had exposed the true, unspoken meaning of this meeting, and they all knew it. She bit her lip. Dennis wiped the sweat off his face. Neville breathed in deeply, as though he was going to speak. But Mr House did first.
‘As I understand it, the NCR has fallen on hard times since the Second Battle of Hoover Dam. My Lieutenant after the battle was admittedly curt in regards to handling our relations, and since then it seems your economy is really struggling with extremely poor unemployment and satisfaction levels,’ Mr House paused.
Neville looked at Aminta with a look of understanding, and regret but he didn’t say anything. Mr House was right. Of course he was right.
‘It just so happens that while it may look from the outset I’m doing well, with the occasional launch of one of my experimental rockets, crime in Greater New Vegas is extraordinarily high. To be clear, the Strip is not, but the extended city state with the newly constructed buildings - those areas are. I want to make a proposition for the mutual benefit of the NCR, and New Vegas. Neville, think carefully about what I’m about to say.’
Neville spoke up. ‘Alright, I’m all ears.’
‘Dennis Crocker here can once again become the Ambassador to the Strip, and the NCR can once again have an Embassy. I will also give the NCR access to some of my technologies to help your state re-stabilize after everything that’s happened. In return however, I would like Aminta here, who is your Chief and Commander of both your military and normal police forces, to assist my Securitrons in patrolling Outer Vegas. Securitrons don’t make the best police, and security guards are in short supply and are not equipped, in any sense, to be police. I also would like your help in tracking down the culprits of this robbery; that being an extension of the aforementioned policing stipulation. Such a breach of security cannot happen again. Neville Dawson, I’m willing to sign a treaty pertaining to these terms, or any terms the NCR may propose, unless of course it does mutually benefit both states.’
Aminta felt her twang strike her deep in her heart. For years, the NCR Police Force had been absorbed into the Military Police Unit, and they could barely contain black market dealings of Chems and military grade weaponry on the streets of NCR’s cities. They did not have the resources or power Mr House seemed to think they did. For nearly 3 years straight she had been bombarded with evidence of killings by her own subordinates, illegal incarcerations, and illicit behavior between colleagues within her own chain of command, with no power to rehabilitate or prosecute those involved. Meanwhile, those that had the money to escape fled to New Vegas, desperate to find a life of comfort. It was possible that through re-establishing trade and mutual respect with Mr House, they could rebuild the NCR’s respectability on the international and internal level. She found herself hoping the treaty would be signed.
‘This... is a huge proposition. I hope you can understand the overwhelming nature of what you’re telling us, it’ll take a bit for us to come to a conclusion.’ Neville exhaled, as though he had been holding it for the last minute.
‘I understand.’ Mr House responded.
‘Maybe I ask,’ Donnie piped up. ‘What specific kinds of technology will you provide to the NCR?’
Mr House ran down a checklist. ‘Vehicles. Remade pre-war cars. Excavation machines. Cement mixers. Would provide jobs and improve your infrastructure in the process, whilst also giving me business and improving the situation here. Mutually beneficial for both sides.’
‘I see.’
Aminta struggled to contain her happiness. She had become a police officer to enforce safety and protect those who abide by the law. This was a way back to such operations, in which she could help those in need, rather than sit idly while their situation worsened.
‘I’ll also be willing to give 10% of the electricity produced by Hoover Dam to the NCR. It produces more than I need.’ Mr House offered.
Dennis shifted his weight, and opened his mouth. It was a second before anything came out.
‘15% would be great, if possible.’
‘Done.’ Mr House concluded.
‘Well, we’ll definitely have to confer this back to President Watson. As previously said by Mr Dawson, this is a huge offer.’
‘I understand. Aminta, I can only hope you also support this.’
Aminta smiled. ‘I am willing to establish a NCR Police Force here in New Vegas, and assist in establishing prosperity and stability, for the benefit of both states.’
‘Excellent. I’ll arrange for a Taxi to take you back to the border.’
*****
Nobody said a word in the ride in the elevator down to the entrance of the Lucky 38. There was a perpetual sense of being watched, and listened to, and Aminta supposed they probably were. She sensed from the stiffness of Donnie and Neville’s postures they felt the same way. As the three left through the ground level of the building, the desolate casino indicated a time long past, preserved in pristine condition yet uncannily lifeless; inhabited only by robots. Aminta felt a shiver flow throughout her body, prompting her to hurry outside.
Upon exiting, Aminta was greeted by the fantastic lighting she had seen from the Lucky 38. Buildings stretched high into the now night sky, perpetually lit up and calling for you to spend a few short hours in their luxurious suites and lose all the money you have without knowing it. She had visited the Strip a couple of times before the Second Battle of Hoover Dam. Back then, whilst still grand, its exterior walls felt cobbled-together, layered pieces of steel to preserve what glory the pre-war days had. Now, the Strip felt open, almost a complete return to complete pre-war glory, though there was no way of her knowing what such a time looked like. Polished, beetle like cars with extravagant interwoven pieces of silver and gold making up their hubcaps cluttered the road, filled with nicely dressed young women chattering incessantly.
Boys, ranging from teenagers to old men stumbled around, drunk and happy, their legs falling beneath them as though they were wet noodles. To the left, the Ultra Luxe Casino hotel stood at the far end of the street, intoxicatingly ostentatious and alluring for any hoping to climb the social ladder, despite the many rumors of cannibalism attempting to tarnish the brand. The fountain outside the front sprayed sparkling water into the night air which caught the light of the strip and reflected it like the jewels the building it was in front of was embroidered in. However, Aminta was not taken by the hotel, and watched two NCR troopers, still in their military uniforms be forced to dance in front of a crowd of onlookers. They were pushed and shoved as they struggled to dance, their arms and legs barely keeping to any rhythm as they fell to the ground, vomiting a putrid yellow substance onto the asphalt. She looked away in disgust and embarrassment for the two men.
A man in an expensive looking suit and bowtie greeted the three. Behind him stood a long polished black car.
‘Shall I take you to the crossing point?’
‘Yes.’ Donnie answered. Aminta and Neville followed his lead. He had more experience on the Strip than the majority of the tourists around them. She started the car once they were all inside, the engine barely kicking as it began to drive. Aminta marvelled at its power, it’s sleekness, at the strength and confidence of its movement and the luxury of it’s exotic wood plated interior.
The chauffeur drove to the large South Gate of the Strip, passing multitudinous buildings of similar grandeur and spectacle, all the same though uniquely different, until they all blurred into one mix of different colours and moving forms. The chauffeur leaned out of the side window, showed an identification pass to a Securitron, and the gate opened. Aminta’s car was the only car that left. As the gate closed, the car picked up speed and tore through the rest of Vegas.
Immediately outside the Strip, the buildings were noticeably more dilapidated. Aminta watched as the varied prosperity of the Strip curtailed rapidly into a mess of buildings, barely recognisable as residential or industrial, though they were unmistakably new creations. She almost didn’t notice it at first, but they were all the same. Row after row of buildings with the same geometric exterior, though placed at odd angles to each other, as if a child had been playing with them and haphazardly threw them into where they now stood. As the car moved further and further away from the Strip, lights in these buildings became scarce, and the brickwork became exposed to reveal pipelines and shreds of electrical appliances, some still spitting sparks. When the light of the Strip was nothing more than a flicker of light on the night horizon, the copied buildings were replaced with houses, roofs sagging, walls crumbling. As the car zipped passed, Aminta caught wisps of figures; people moving about the ruins and the darkness like ghosts, until they passed the last house, and all that could be seen was the night sky and desert shrubbery.

Traditional Chinese Medicine Unable to Stop Animal Trade

Traditional Chinese Medicine Unable to Stop Animal Trade

The array of shapes and sizes leaves one agog. A bull's penis is 2 ft. long and almost translucent; deer penis has a meaty, pink hue; snake penis looks like a bifurcated twig. "Snake penis has become more popular in China since the one-child policy ended," says restaurant manager Zhang Yang, sparking another cigarette. "Many people ask for it now because they want a second child. "
Business is good at the Guo Lizhuang penis restaurant, which has 19 outlets across China. At Zhang's branch, in Beijing's well-heeled Sanlitun neighborhood, tables are booked weeks in advance, and the overwhelmingly male patrons of late middle age typically part with several hundred dollars for dishes that they believe will restore masculine or "yang" energy and, in turn, libido and sexual virility. A bull's penis comes cheapest at 200 renminbi ($30); the most coveted is a fur seal's penis at 2,800 renminbi ($400). "Fur-seal penis is the most expensive as it has lots of elements that are good for the body," says Zhang, "but it's also quite mild so you don't get the inner fire. "
For that burn, there's only one place to look. "In terms of nourishing the yang, tiger penis is definitely top. If you handle tiger penis properly, and mix together with Chinese herbs, it really has the best possible effect -- much better than Viagra," says Zhang. "Lots of people come here asking for tiger penis, but it's illegal, so we don't sell it. "
The pharmacopoeia of traditional Chinese medicine (TCM) stretches back millennia, rooted in a system of balancing energy levels through diet, herbs and physical techniques like qigong, acupuncture or the circulation-aiding cupping therapy made world famous by swimmer Michael Phelps at the Rio Olympics. In these ways, TCM itself is benign. However, despite attempts by leading organizations to quash the belief, many ordinary Chinese labor under the false idea that TCM ascribes extraordinary health benefits to rare animal parts -- and that is causing a real headache for practitioners and conservationists.
China's growing affluence means that TCM is undergoing a legitimate renaissance, buoyed by government sponsorship as Beijing seeks to boost its global soft power. TCM had an almighty publicity coup when the chemist Tu Youyou won the 2015 Nobel Prize for her wormwood-based malaria treatment, artemisinin. The number of TCM-related papers in Science Citation Index journals has also soared 30-fold to 3,000 annually over the past two decades.
In August, China's Ministry of Industry and Information Technology revealed that revenues from TCM made up of the national pharmaceutical industry in the first half of The General Office of the State Council has even recommended that TCM be promoted in nations along Xi Jinping's proposed "One Belt, One Road" trade route. According to Yanzhong Huang, senior fellow for global health at New York's Council for Foreign Relations, advocates have engendered "a discourse that makes support of TCM a patriotic duty in China. "
However, conservationists warn that TCM's resurgence has spawned a lot of unregulated quackery that, in turn, is related to an uptick in wildlife trafficking -- a nefarious global trade that, the says, already generates $19 billion a year. The most trafficked animal on earth, for instance, is presently the pangolin or scaly anteater. An estimated 1 million of the creatures have been plucked from the wild across Asia and Africa for consumption almost exclusively in China, where many people believe their scales can be used to treat everything from rheumatoid arthritis to inflammation. In response, international prohibitions have been ramped up. On Sept. 28, the Convention on Illegal Trade in Endangered Species of Wild Fauna and Flora (CITES) conference in South Africa banned all trade in all eight species of pangolin.
However, international efforts to protect endangered animals are often not supported by domestic legislation and enforcement, so trafficking hot spots continue to boom. In Mong La, a seedy entrepot in northernmost Burma (officially now called Myanmar), tiger penis is very much on the menu. Sitting across from China's Yunnan province, the town lies outside central Burmese government control, and is instead run by an ethnically aligned rebel army, which turns a blind eye to myriad illicit activities. A legion of bare-legged sex workers emerge with the setting sun, handing out calling cards with labored smiles, while bleary-eyed gamblers hammer away at betting machines in dingy casinos.
But vice is only half the draw. Each morning, Mong La's central marketplace teems with hawkers selling pangolin skins, the pelts of clouded leopards and tins of bear-bile powder. The town's restaurants are flanked by live animals in cages -- pangolin, civet cats, rare birds. Beneath a velvet curtain, four whole tiger carcasses wallow in a vat of grain alcohol atop a carpet of glistening ginseng root. "They've been in there for two years," says a waitress. "But I don't know where they came from. "
While the origin of this contraband is murky, its destination is never in doubt. Though it is very much part of Burma, the de facto language of Mong La is Mandarin, the clocks run on Beijing time, signs are in Chinese and Chinese cell-phone coverage can be picked up 30 miles before the border. As China's economy has grown, so has Mong La's wildlife trade. According to a study in the journal , the number of shops selling wildcat parts in Mong La, for instance, increased from six in 2006 to 21 in
TCM has shown itself to be responsive to the plight of threatened animals in the past. During the 1980s, rhinos were on the brink of extinction as poachers killed the creatures for their horns. China was still a poor country at this time, thus the biggest markets for rhino horn were the booming but relatively small markets of Taiwan and Hong Kong. Following a public outcry, rhino was removed from the official TCM pharmacopeia and placed on CITES Index I -- the strongest level of protection. Coupled with stringent domestic laws prohibiting sale and transportation, this led demand and price to plummet, allowing the rhino population to recover.
Today, however, the game has changed entirely, and demand is far beyond anything that TCM authorities are able to discourage or contain. That is the result of a rapidly developing China, whose billion people wield far more purchasing clout than the combined 32 million of Taiwan and Hong Kong -- and that means that rhinos are, once again, under threat. The upwardly mobile, 89 million Vietnamese are also partial to rhino horn. According to a survey by the San Francisco-based charity WildAid, 71% of respondents in the Vietnamese cities of Hanoi and Ho Chi Minh believed that rhino horn had health benefits, with 62% believing it could cure assorted diseases and specifically saying that it could cure cancer.
Reputable TCM practitioners have explicitly distanced themselves from animal-based remedies. Animal penises, for one, do not help male performance, says TCM expert Chen Shilin, dean of the Institute of Chinese Materia Medica at the Academy of Chinese Medical Sciences in Beijing. "It is merely a folk therapy," he says. "And using tiger bones is now obsolete. "
Yet misinformation is rife and official protection is lax. In July, China rebooted its Wildlife Law -- the first review of this key legislation in three decades. Given the overriding threat posed to many endangered species by the world's most populous nation, this should have been a golden moment for environmentalists. However, the final draft left loopholes that essentially allow for endangered-animal farming and trading for "special purposes. "
That means that tigers, for one, can be reared and slaughtered for ornaments like tiger-skin rugs and tiger-bone wine. Bears can also be farmed for their pelts and bile -- which is taken by many Chinese for gall-bladder and liver conditions, even though there are herbal alternatives that do not involve harming animals. Such farming sustains the perception that exotic animal parts are valuable and to be coveted. The World Federation of Traditional Chinese Medicine Societies removed tiger from its pharmacopeia as long ago as 1993, but that hasn't stopped the growth of some 200 Chinese commercial farms, where experts estimate that between 5,000 and 6,000 tigers are being raised today.
Pangolin is another example. A CITES Index I listing used to mean that pangolin would automatically be afforded Grade I National Protection status in China. But the revised Wildlife Law allows the government the discretion whether to grant that protection or not, and currently it permits an annual legal quota of 20 tons (the illicit trade is, of course, far greater). Ultimately, "CITES is not particularly useful without full domestic implementation," says Vicky Lee, trade-and-policy analyst for the Environmental Investigation Agency, a British NGO.
Unregulated TCM is not just dangerous for wildlife: it harms people too. One recent fad has been for manta-ray gill raker plates -- the thin filaments these majestic creatures use to filter food from seawater. In China's southern province of Guangdong, they can fetch $500 per kilo. But manta rays, which are on CITES Index II, are not rapid breeders. In fact, they typically produce one pup every two years, meaning this trade is especially destructive to their populations.
This is despite the fact that manta ray has never been included in any TCM pharmacopeia; its use was simply concocted by seafood salesmen, who flaunted rake plates as a cure for everything from cancer to chickenpox, creating a trade estimated to be worth $ million a year where none existed before. More worryingly, gill raker plates have been marketed as an aid for lactating mothers. But when WildAid did tests, they found very high levels of cadmium, arsenic, lead and other toxins present. "They were saying manta rays can help mothers produce more breast milk, but given the heavy metals present, this was really not a good thing," says John Baker, managing director of WildAid.
Even though remedies like animal penis or manta ray are never prescribed in reputable TCM hospitals, there is nothing stopping restaurants or salesmen from advocating their health benefits. Lixin Huang, who is both the executive director of the American College of Traditional Chinese Medicine and an animal-conservation activist, wants strict regulations and heavy penalties to "completely separate" the practice of TCM in reputable clinics from the animal-based "folk remedy" industry. Yet there doesn't appear to be the political will in China to make that happen.
Says Huang: "Consumers are really confused, and that does no good for protecting wildlife or the TCM practiced by the medical profession. "

The entire party spends half the session gambling

Hi, everyone!
So, I'm running a homebrew Pathfinder 1e campaign that dives into the political thriller territory. This story literally happened a couple of hours ago.
Last session, the party was sent into enemy lands on a recon mission. They arrive in a major trading hub of a city right on border (which takes half of the session due to a rather long combat encounter). The city secretly run by Dwarven mafia, meaning the party needs to be extra careful, but the benefit of that is that it would be THE place for gathering some preliminary intel.
So, since we're doing this undercover operative thing, I thought "why not throw in a mafia-operated casino for good measure and have them investigate some stuff there"?
Honestly, I didn't really know what to anticipate (other than them investigating at some point and MAYBE play a game or two), but I definitely didn't expect what actually happened: The party IMMEDIATELY takes the hook, barely taking the time to find some shelter for the night first. They enter the the casino and literally the ENTIRE SECOND HALF OF THE SESSION is spent gambling. On a recon mission investigating the local power struggle and get help from one of the factions. Even more surprisingly - they actually ended up winning for the most part. They lost some gold at roulette, but scored well with cards (basically a d10 simulation of blackjack).
But the most fun part: I decided to include some mechanical claw cranes at the last minute. They ended up being the most popular thing in there. Like, the players were really into it, putting in coin after coin after coin and trying to get that plushies. In the end, they actually managed to get a black dragon, a manticore, a unicorn and a beholder out of it - after spending waaaay to much money.
That's where were we ended the session, since there was not enough time to do anything meaningful for the day.
It was actually really fun, but I guess this is our lesson here: Whether real life or pen&paper setting, claw cranes are addicting AF.
A-and that's it. Just wanted to share today's crazy session. I hope you enjoyed it.
Good time of day and good rolls to you!

Amazing Race Route Concept #2

Warning: massive amount of text ahead. I created a mostly functional race route around the world (all loactions like buildings, businesses, landmarks, etc. are REAL locations and could theoretically actually work in the race). I tried to have a good variety in locations and types of challenges, but it's really hard! I find it a lot harder to complain about challenge design after making this. Even though this could technically happen there are probably some safety concerns in going to South Africa and Lesotho and it's probably not possible for the American Amazing Race to film in Cuba, but I decided to do it anyway. If you have any questions or feedback please let me know!

Yee Naaldlooshi

Yee Naaldlooshi - Skinwalker
by Gunnar Angel Lawrence
